哈爾濱經(jīng)濟(jì)技術(shù)開發(fā)區(qū)，1991年6月辟建，1993年4月晉升為國(guó)家級(jí)開發(fā)區(qū)，國(guó)批面積18.5平方公里，同步規(guī)劃建設(shè)哈爾濱工業(yè)大學(xué)技術(shù)園區(qū)、哈爾濱東部科技園區(qū)、哈爾濱理工大學(xué)技術(shù)園區(qū)三個(gè)政策區(qū)，輻射帶動(dòng)區(qū)域面積達(dá)60平方公里。哈經(jīng)開區(qū)黨工委、管委會(huì)作為市委、市政府的派出機(jī)構(gòu)，行使市級(jí)經(jīng)濟(jì)建設(shè)管理權(quán)限。
2009年11月哈爾濱市啟動(dòng)實(shí)施“南拓”發(fā)展戰(zhàn)略，哈經(jīng)開區(qū)承擔(dān)起牽頭打造462平方公里哈南工業(yè)新城的戰(zhàn)略任務(wù)。2015年底，國(guó)家批復(fù)設(shè)立哈爾濱新區(qū)，為創(chuàng)新哈爾濱新區(qū)體制機(jī)制，2016年5月，哈爾濱市委、市政府對(duì)哈經(jīng)開區(qū)和平房區(qū)實(shí)行統(tǒng)一管理，開啟了哈經(jīng)開區(qū)建設(shè)發(fā)展的全新篇章。
先后辟建17個(gè)國(guó)家級(jí)產(chǎn)業(yè)基地，形成了以哈飛、東安、東輕等國(guó)有大型企業(yè)，長(zhǎng)安福特、凱斯紐荷蘭等跨國(guó)企業(yè)，哈工大機(jī)器人集團(tuán)等高新技術(shù)企業(yè)為代表的裝備制造產(chǎn)業(yè)集群，以益海嘉里、百威英博、可口可樂(lè)等為代表的綠色食品產(chǎn)業(yè)集群，以中移動(dòng)數(shù)據(jù)中心、中聯(lián)通數(shù)據(jù)中心、曙光超算、浪潮集團(tuán)、國(guó)裕數(shù)據(jù)等為代表的云計(jì)算產(chǎn)業(yè)集群；三大主導(dǎo)產(chǎn)業(yè)規(guī)模占工業(yè)經(jīng)濟(jì)的比重達(dá)60%以上。
